Job Description

A role has arisen for the Chemical safety lead at NRS Dounreay site.  The purpose of the post is to provide support to the Head of Profession HS&Q to implement, manage, and maintain processes, competency, succession planning, and training required to achieve compliance with the COMAH, DSEAR, and COSHH regulations.  The job holder will be responsible for the development, implementation, and assurance of appropriate management system documents.  They will also develop the internal capability, competence, and succession planning for the chemical safety discipline.

We are looking for an individual with experience and a proven track in development and leading chemical safety management arrangements to strengthen the EHSSQ team in the field of chemical safety (COSHH, COMAH and DSEAR), this is an exciting new critical role for the business as a new entrant to COMAH converting the compliance requirements into business as usual processes.  
This role offers the opportunity for an individual to employ their technical knowledge in chemical safety specialisms into the development of company management arrangements and the subsequence implementation.

Main Responsibilities:

  • Ensure robust implementation and compliance with the relevant regulations and legislation relating to COMAH, DSEAR, and COSHH Regulations
  • Provide specialist advice and assistance to the Dounreay site on the implementation of COMAH, DSEAR, and COSHH management processes and standards
  • Interface with stakeholders, including Regulators and auditors for COMAH, COSHH, DSEAR, and ATEX
  • Implement processes to ensure the site chemical inventory can be managed across site
  • Support the COMAH ALARP demonstration
  • To develop company management arrangements for the control of dangerous substances from procurement through to disposal
  • Develop and provide specialist chemical training 
  • Develops and maintains the risk assessment process associated with COMAH, DSEAR, and COSHH.  Participate in, as required, investigations of incidents associated with hazardous/dangerous substances.  Periodically review relevant UNORS with a view to identifying common trends and lessons
  • Mentor and supervise and provide development opportunities for chemical safety
  • Perform the responsibilities of authorisations relevant to post  
  • Manager Dounreay staff as a line manager

Aptitudes and Skills:

  • Degree in Science/Engineering or equivalent qualifications plus significant demonstrable experience
  • NEBOSH certificate in safety and environment or equivalent working experience would be desirable
  • Comprehensive experience in a COMAH/DSEAR regulated business in a complex high hazard industrial environment
  • Comprehensive experience with the implementation of DSEAR 2002 and EPS Regulations 1996
  • Demonstrable experience in the production of management arrangements to ensure control of dangerous/hazardous substances and atmospheres, including inventory management and controls
  • Be familiar with process safety assessment tools such as HAZOPs, HAZIDs, LOPA, Bowties for safety assessments and how they are fed into inventory management
  • Regulatory liaison experience, particularly leading regulatory interventions and good communicator with a track record of influencing others
  • Sound understanding of safety and environmental legislation and of risk hierarchy processes
  • Experience of procurement processes and how this can support the management of dangerous/hazardous substances
  • Qualified or previously qualified to COMPEX EX14 - responsible person or equivalent 
  • Demonstrable experience in either a management or advisory capacity with HAZMAT incident response
