Operations Manager
A vacancy has arisen for an Operations Manager within Reactors programme. The job holder will be responsible for the management and control of facilities throughout the facility lifecycle. The job holder must hold, as a minimum, the deputy duly authorised person (DAP) authorisation of authority to operate (ATO) Holder Cat 1 and Cat 2 plants and/or Deputy ATO Holder for Cat 3 and Cat 4 plants. Candidates should have knowledge and experience of PFR/DFR facilities or previous relevant experience of facility management and acting as a deputy ATO holder in a Category 1/2 facility elsewhere.
Job Description
Main Responsibilities:
- Provide input to baselines programme and strategies for the facility including analysis of dependencies and constraints, risks, and assumptions
- Support the Senior Operations Manager in the delivery of project work and sanction approvals in line with the site project baseline
- Engage with governance arrangements to enable effective decision making, including accountability processes ensuring Implementation of the Dounreay management system associated with an ATO Holder as defined in MAN 2001
- Expedite safe project delivery to the satisfaction of internal and external stakeholders. Support interventions with the appropriate regulators in accordance with PRC 0067, and manage hold-points in accordance with PRC 0019
- Monitor and report on internal and contractor performance against safety, costs, programme and quality, identify deviations and implement remedial actions as appropriate. Support the creation, implementation and maintenance of succession plans
- Manage the production and maintenance of the safety case including the identification of (K)SMR as defined in PRC0061, PRC0063 and PRC0064
- Support the development of the budget and track delivery within budget for the facility ensuring engagement with assurance reviews and support action on recommendations
- Managing the preparation, approval and issue of technical specifications through review to implementation
- Ensure that work is controlled within the normal plant operating envelope ensuring compliance with the safety case (including environmental support file) and nuclear Site Licence Conditions
- Report and investigate unusual occurrences as defined in PRC 0001a, and take appropriate action to protect personnel, the environment, equipment, and company reputation
- Have arrangements in place for Dounreay to directly control all nuclear safety, security, and safeguards matters associated with the facility
- Ensure that in instances where the contractor does not adopt NRS's safety and security management requirements then the contractor's safety and security management arrangements are of at least an equivalent standard to NRS Dounreay's
- Ensure that persons, including itinerants, have received relevant information, instruction and training to enable the requirements of systems of work to be understood and implemented
- Ensure that waste discharges and disposals are in accordance with Environmental Operating Rules and instructions, EASR Authorisations and non-radiological discharge requirements, as defined in MAN 2005
- Ensure that local emergency arrangements are defined and rehearsed
- Ensure that a valid Authority to Operate is maintained as defined in PRC 0063
- Ensure that tasks are assessed, planned, authorised and controlled in line with the requirements of MAN 2003
- Manage and report on nuclear and radioactive material as defined in STD 2014 and the Accountancy Control Plan
- Perform the responsibilities of Authorisations relevant to the post including appointment to a Site Emergency Response Role
- Be a Duly Authorised Person (DAP) for Category 1 and 2 operations (LC12) to undertake control and supervision of identified tasks, duties and roles and/or hold the Deputy ATO Holder Authorisation for Cat 3 and Cat 4 operations
- Manage Dounreay staff as a Line Manager
Aptitudes and experience:
- HND Science/Engineering or equivalent qualification and experience
- Relevant plant and industrial operations experience
- Post specific capability analysis assessment 10
