Programme Manager
We are seeking a Programme Professional to lead a complex, high-impact programme focused on readying Dounreay’s Infrastructure for the decommissioning mission ahead. This is a senior leadership role, reporting to a Programme Director where inspirational leadership, strategic capability and behaviours will be as important as technical skills and knowledge. Your expertise will drive transformation, ensuring resilience, compliance, and excellence across a multi-million-pound programme. You will work closely with key stakeholders and multidisciplinary teams, providing vision, direction, and accountability for delivery.
Dounreay is now nearly two years into delivering against its revised lifetime plan which commenced in April 2024 alongside adopting a programmatic way of working to support safe, compliant, and effective delivery. Based on learning to date and with an eye on the future it is now time to introduce a fourth programme of work alongside Fuel Cycle Area, Reactors and Shaft and Silo.
This role offers the unique challenge of working not only within a nuclear site environment but one of the most complex and interesting. Job Description
The job holder will be responsible for the successful day-to-day leadership of the programme in support of the programme director, working within the P3M3 programme leadership team to perform the essential programme management duties and functions for establishing and delivering a programme and project framework that complies with the programme business case and ensures safety, quality, value, and timeliness. The job holder will work with the heads of profession and support and service areas to ensure an understanding of the programme management activities.
Main Responsibilities:
- Lead the programme and project delivery, providing leadership to the project delivery teams
- Manage the activities of the projects and operations disciplines in the delivery of the decommissioning and facility compliance requirements
- Implement the risk, governance and assurance management processes to ensure the programme takes appropriate consideration of dependencies and approvals and ensure impact of risks and changes in strategic direction are managed through performance office lead change control process
- Manage the requirements of the project delivery commitments and targets whilst ensuring the authority to operate compliance requirements are being met through operations
- Maintain the overall integrity and coherence of programme delivery framework to support each project and operations activities whilst ensuring the authority to operate compliance requirements are met
- Plan programme assurance activities, in consultation with appropriate heads of profession
- Manage project delivery issues that are being raised, by coordinating resolution within the programme leadership team and across all business areas
- Ensure the flow of issues between portfolio, programme, and project as designated by their impact severity, probability of occurrence and support needed to resolve
- Manage the interfaces with internal and external stakeholders and as required deputise for the programme director
- Represent Dounreay at external forums and stakeholder engagements
- Perform the responsibilities of management appointments relevant to the post including appointment to site emergency response role
- Lead Dounreay staff as a line manager
Aptitudes and Skills:
- Degree in relevant discipline or equivalent qualifications plus significant demonstrable experience
- APM chartered project professional (ChPP); or a willingness to obtain within 1 year of appointment
- Managing successful programmes (MSP) practitioner; or a willingness to obtain within 1 year of appointment
- Extensive relevant project management experience
- Comprehensive line management experience with a passion for talent development
- Ability to work at a strategic level and be able to influence through knowledge and behaviours across a range of stakeholders (both internal and external)
- Ability to work in complex organisations and demonstrated organisation awareness would be advantageous
- Demonstrable evidence of leading change and improvement initiatives
- Post specific capability analysis assessment
