A vacancy has arisen within Reactors team for a programme security, safety, health, environmental, and quality (SSHEQ) manager.  The purpose of the post is to provide leadership in the delivery or service area and is primarily engaged in the management of SSHEQ activities that maintains the direction and safe delivery of the programme or support service.  The job holder is responsible for working within the P3M3 programme leadership team to perform the essential SSHEQ duties and functions as listed below for establishing and delivering a programme and project framework that complies with the programme business case and ensures safety, quality, value and timeliness.

Job Description

Hear from the Hiring Manager:
The successful candidate will have the opportunity to work with the reactors programme delivery team, supporting the ongoing decommissioning and operational activities and the implementation of improvements aligned to regulatory requirements and industry best practices.  The reactors programme includes the decommissioning of two research and development reactors designed as fast breeder reactors and cooled using sodium and alkali metal which creates a unique challenge within the UK nuclear decommissioning industry.

 Responsibilities:

  • Implement the risk (threat and opportunity), governance and assurance management processes, working with the programme leadership team and support heads of profession to ensure the programme takes appropriate consideration of SSHEQ dependencies and approvals (such as regulatory) and that the impacts of risks and changes in strategic direction are managed through performance office lead change control process
  • Lead the management of the P3M3 programme SSHEQ support function
  • Manage the embedded SSHEQ functions which will include health and safety, security, environmental, quality, radiation protection, learning from experience and level 2 assurance capability
  • Own the SSHEQ related aspects of the programme business case which defines the strategic, management, financial, environmental and commercial and ensure that decisions being made by the programme leadership team are aligned to its commitments
  • Manage the requirements of the SSHEQ delivery commitments and targets whilst ensuring the authority to operate compliance requirements are being met through operations
  • Accountable for the management, implementation and safe delivery of assigned SSHEQ operations strategies and delivery requirements
  • Manage SSHEQ related issues that are being raised, by coordinating resolution within the programme leadership team and across all business areas
  • Establish efficient and effective SSHEQ related data collection and analysis to inform the portfolio, programme and project decision making
  • Work with site services to ensure an understanding of the SSHEQ activities
  • Work with the Head of Profession to support learning and development in order to support talent and career pathway development to maintain future capability, acting as role model, coach and mentor
  • Provide guidance and advise on all SSHEQ aspects, such as compliance and learning from experience, taking ownership in the resolution of all SSHEQ related issues to ensure delivery commitments are achieved
  • Represent Dounreay at external forums and stakeholder engagements
  • Manage the interfaces with internal and external stakeholders
  • Perform the responsibilities of management authorisations relevant to the post including appointment to Intelligent Customer and Site Emergency Response Role
  • Lead Dounreay staff as a Senior Manager

 Aptitudes and Experience:

  • Degree in Science/Engineering or equivalent qualification plus experience
  • Chartered Membership of relevant institute
  • Relevant Senior Health & Safety Management experience
  • Demonstrable experience of working within a highly regulated industry  
  • Demonstrable leadership qualities and experience
  • Demonstrable experience of leading business improvements
  • Broad knowledge of SSHEQ regulations and industry best practices
  • Post specific physical capability analysis
